ANSWER: I don't know if this is the cheapest, but I found Kam Snaps on Amazon for a great price for 100 sets.

• 72 inch wide Waterproof PUL - by the Yard
-- PUL is a polyester/polyurethane laminated knit fabric, that is waterproof durable and has a slight crossgrain stretch. Can be used in making diapers, changing mattress covers and other applications that require waterproof fabric.
